Functionally speaking the 70% rule in my understanding is to what you should max offer, not necessarily what they are going to ask or accept.You have a house with ARV 100,000 and are asking 90,000.

It is also possible to start off with a regular Forward 1031 Exchange, sell and close on as many of your relinquished properties as possible, and then combine/merge the Forward 1031 Exchange into a Reverse 1031 Exchange, which would allow you to close on the replacement property with those relinquished properties that have already closed and then go into the Reverse 1031 Exchange, which would provide you with another exchange cycle/period to complete the sale of the remaining relinquished properties.

Inside, we have a copy of the signed lease, condition reports, city specific information, menus from local restaurants, garbage schedules, appliance manuals, if you need it as a tenant or a resident of the town it is in there.One tip, it really helps if you have Adobe Acrobat to combine all the different documents as a digital binder and then number it.

So I could do work on the boiler to make sure it's as efficient as possible, make sure all the radiators are functioning, and make sure the thermostat is always set to a reasonable temperature.
