I'm very familiar with this style building and if you have 3 units all around 1,100 square feet, which is typical in a three decker, then you're probably talking $5k/unit just in basic remodeling including paint, carpet, cleaning, etc.

It's a mid century Spanish style ranch, good bones, just VERY unfortunate layout issues and no updating since it was built. 

In my area the zoneline setup is used in basically all new apartment style condos (of which there are hundreds and hundreds).

FL Hospital just built a beautiful new campus off of Marden Rd near the 414/429 toll road interchange and are in talks to develop the surrounding vacant land into a lake Nona style medical village type plan.

When I say "modular", I am referring to "stick built indoors" not a manufactured home (mobile home).

  ( same style, same age, same approx. square footage, beds and baths)  If it costs $15k to add on a 3rd bedroom but 3 bedrooms in your area are only bringing an additional 10-15k, then the extra cost, if you decide to move forward, is your cost of living, usage and enjoyment.  

As to color, I think a lot depends on the style of the house and what's happening in your neighborhood. 

We have been looking in the Peoria area and like the newer style homes there as well.Our goal is to stay under 300K.

The master bath floor plan called for a jacuzzi style tub and a single stall shower next to the tub. 

I imagine it has more to do with the color and style, but they are terribly ugly.
