I don't know anyone who has implemented heat controls or put stuff in leases about it.

Heat was off and Chicago area had sub zero temperatures and it just started thawing that week. 

I have a Google Nest type thermostat and I can lock the limits for cold, heat, and cold+heat setup.

While the change looked good on paper because heat related utilities were separated, prospective tenants immediately recognized that heating a two-bedroom unit with electric baseboard heat is expensive.

I also agree with keeping that work under the owner's control rather than relying on a tenant.For the HVAC, with a 2018 heat pump and filters being handled, one professional service per year is usually sufficient unless issues pop up.
