Any advise is appreciated

I own a condo in Smyrna, GA and we have had the same tenants for the last 6 years. 2 years ago a pipe burst in the unit when it got really cold. Not a huge deal, but was a bit of a pain and th HOA assured us the issue was fixed. Last year we had another pipe burst, much larger issue, flooded 3/4 of the unit. Our tenants informed us that they closed on a property and wished to move out 2 weeks after letting us know. We aren't in a financial situation to work with them on that and have them on lease through January. Once they told us they were moving out, we listed the property. They agreed to pay rent through January but they are moving out now. I'm afraid with them not in the unit and their name still on the utilities that they will keep the heat too low and potentially have another situation in late December and all of January until we put the utilities in our name. My question is should I ask them to leave th unit at a certain temp and pay for part or all of the bill, or just put the utilities in my name now? Any guidance you can provide would be greatly appreciated.
