The major issue for me is NC governments is not as friendly to STR investors as TN. 

Not to mention if you are building in areas that need rentals, city governments have grants and/or tax abatements that can apply that make the numbers all the better - or will help push through rezoning efforts for larger projects.

An agent did not have a clue as to convincing a builder to discount the price over offering incentives as the buyer hates paying property tax to any government entity.

Does the foreign government sign the lease instead of the individual tenant?

Just the red tape of the government and taking the time to go through the channels.
