From the information you provided, this applicant has major red flags that scream high risk.As you mentioned, since the former landlord could not even answer the basic questions, it is highly likely that a friend is posing as the landlord.

If they live in an apartment, we NEVER use the phone number they give us (often relative or friend posing as their landlord), we Google for phone number or use Google Streetview to virtually "driveby" to get phone number off signage.- There's more, but only for "IF -> THEN" situations.What about your application?
