Any one tried to pull the Water shut off list from Dallas County

Been trying to get Dallas County to give me the utility water shut off list. But they won't give up the good.. anyone actually have done it? If so what tips can u give a guy!

    Try a smaller city.

    If being nice doesn't work, ask for open records request.

    Go for other lists, code enforcement, probate, foreclosure.
