Rehabbing a Property that has OBNOXIOUS dogs next door

What's my recourse here?  I bought a property that is being rehabbed.  I go over to meet with my contractor and couldn't hear him from a foot away due to these dogs who are look neglected and are vicious.

I'm worried about trying to put in tenants and as soon as they hear them, they're going to run for the hills

What can I do?

Talk to the neighbor. If that doesn't work complain to city.

    Consider that your buyer / tenant will likewise end up dealing with the loud critters next door.

    Sorry you have to deal with this. 

    My dog will bark his head off, if someone comes close to the yard, but if I introduce the person (especially with treats) he's fine the next time. 

    So, my suggestion would be to try to make friends with the dogs. Bring treats, let them hear your voice when you throw them over the fence, so that they'll start associating good things with you. Don't look at them straight into the eyes (a dog sees that as an invitation to fight), but stand sideways to them and don't look at them, when you talk and then throw treats. You might find that they'll stop barking once you've done that a few times. 

    And if you see it working with you, then you can explain the same to potential tenants/buyers.
