Dripping Springs is partially in primarily in Hays county but partially in Travis. Both are known to have good school districts and are on the rise in terms of value. Happy to chat. Message me if you'd like to talk.

Your list of cities/school districts pans an area larger than the entire state of PA. If you're looking to pickup flood properties you should narrow your search by at least half to exclude a lot of cities like Bastrop, Bryan, College Station, etc. Conroe is good. Katy, Friendswood and Spring Branch if you can find some in your price range. Pearland, Montgomery and Magnolia are all good.

@Mau Pan going after good school districts is a good strategy the is use myself as well but is not the only metric to use. Furthermore, your list is missing quite a few.
Of the ones you shared, 163. 154 & 152 are good.
Suggest you look up schools using

Often, I find tenants are more interested in proximity to a school, even if it is moderate. Any neighborhood with an elementary or middle school in or adjacent is almost guaranteed to rent out quickly.

@Scott Wilson I couldn't agree more on the schools (I'm biased since my wife teaches in Dripping Springs) but the problem is affordability. We are in the process of moving to a new home in Buda (Hays County, 20 mins from Dripping Springs) and while we wanted to be in Dripping we couldn't make sense of it. The taxes are high in the new neighborhoods to the East of Dripping and prices are still 330+ as a minimum (minus the few exceptions). For that reason we chose to stay in Buda on the NW side where there is a lot of new development including a new High School (under construction) and elementary and middles schools that are ranked well. Most importantly we found a great home at a very reasonable $119/sq ft that is 5 years old with several upgraded features we couldn't touch in Dripping Springs. Maybe in the next decline we can scoop something up in Dripping but it didn't seem to make sense at this time. I can't argue that the area isn't full of potential with very good schools.
