I am in the process of buildig a small ADU. I need HVAC (specifically heating ) as per code. The options that keep coming up all involve mini splits, which seem to cost close to $10K where I leave )material and labor). Are there other cheaper options that meet inspection requirements for ADU HVAC?

@Ani Chat where are you located and what is the main use ac or heat? Who is paying electric? What kind of unit? for heat you have baseboard. You have a straightforward heat pump with ducting but you have to plan upfront based on your climate. Minisplits will do it most places that is why they are most common.

I had my single zone mini split installed for $900. Forgot the size but I think it was a 1 ton - up to 600sqft or so
10K is outrageous
I'd drop a mini split in the main areas then roll with a window unit in the bedrooms, if you even need it. Those mini splits really kick

Premium Levella is the brand. I had a technician do it because there's a few tools you need and I honestly didn't want to mess with it
units are like 600-700 and the install is a few hours. Shouldn't run more than 1500 in any case

Market rate in the Phoenix area starts around $4-5k for a single zone 1 ton unit. That's if you go with a licensed HVAC contractor. You can probably find an unlicensed guy to do it for about half or DIY for about a grand, but both of those come with their own risks.
The only requirement is that it must have permanent heat. That's straight from the IRC. Technically IRC has no requirements for cooling although your local building department may.
