Add rental apartment in basement vs over the garage

I am buying a new personal residence and would like to add a 2 bedroom rental apartment. I can either add it over the garage or put it in the basement. Both are doable, with different costs. It would be a full apartment with 2 bedrooms, eat in kitchen, full bathroom, living room and its own laundry.

I am looking for feedback on 1) which renters would prefer: to rent a basement apartment or rent an apartment over a garage and 2) which would buyers prefer if we ever needed to sell?

As someone with 20 years of in-depth experience dealing with multifamily, both large and small, there isn't even a second of consideration that over garage is better than basement.... by and landslide. My only question was why not both...
