Hi Maria, I've done a couple of projects similar to what you want to do... The first step is to look into local zoning regulations to determine what can and cannot be built on your site. Tiny houses have often been a big challenge, but there are ways to get them built legally in some cases. The new IRC residential building code that goes into effect January 1 has a section specifically for tiny houses for the very first time. (Note, it is optional for each state to adopt it). Almost certainly they will want it built on a solid foundation, which doesn't sound like it would be an issue for what you want to do...
Depending on what is/isn't allowed in your jurisdiction - or what is a grey area, such as a tiny house - building a friendly relationship with local officials can often help clear up any confusion and red tape to get you going. Check out the "Living Tiny Legally" two-part documentary on YouTube.
