Why every house pay different tax amounts?

There are 200 houses in my community, all same year built, same SQ FT are, same number of rooms and bathrooms, exactly same floor plans. All these houses pay different taxes ranges from 4000 to 15000 per year. I pay $9500. Why every house pay different tax amounts? I mentioned this in front of judges and they still rejected my application to lower my taxes. Please advise on how to reduce taxes to make it same as my neighbor who pays only 4000. Thanks
