Looking at a lot which is in flood plain. There are other nearby houses and am being told it has never flooded. Anyways, trying to custom build for first time. Will simply raising the lot and building home resolve flood issue or does county/city have more strick rules?

I've owned multiple homes in the flood zone, usually along a river or a large creek, and I never bought flood insurance. HOWEVER, I would NEVER recommend that to anybody else. Personally I would never build a house in the flood zone. Go somewhere lese and build. Even if you raise the house like at the beach, storms, high winds and storm surge could still damage an elevated house. The flood mapping changes all the time and more development reduces the area for drainage. I one property that I owned the the FEMA flood level was 8 feet above the ground level. The unfinished garage was block on the first floor. The last time it flooded before I sold it the flood water was 13 feet deep and 5 feet deep on the second floor. No flood insurance I was flying blind and could not file any claims.
