I need an experienced real estate appraiser in the Oklahoma city market to give me a rough ARV range before I close on a property. My plan is to cash out refi in about 6 months, but it is an oddball property that is hard to comp.

Call a BPO company vs. getting an appraiser. An appraiser is going to want to charge for a full appraisal, you can get a BPO for $150 to get a valuation.

Have you tried connecting with a local agent? They have access to the MLS and can provide you with comps.
The more unique a property the more appraisals will vary between appraisals as the appraiser needs to make more adjustments along with how many similar properties there are in very close proximity. So if you have someone do an appraisal for you now, it may be a pretty different value when you decide to do a cash out refinance later on even before factoring in any remodeling or appreciation. I've seen three appraisals on a single property come in thousands and thousands of dollars apart. Something to consider once you want to pull cash out later on as far as how this property will perform in the future.
