You’re definitely thinking in the right direction with duplexes at that budget. Westwood and Price Hill are solid starting points, and I’d also suggest keeping an eye on East Price Hill, Fairmount, and some Camp Washington pockets where off market opportunities still pop up.
One thing I've noticed here is that most of the good deals never really make it to the open market. A lot of investors I work with rely heavily on consistent owner outreach and inbound interest rather than waiting on MLS or blast lists. Having a steady flow of motivated seller conversations makes a big difference if you're planning to scale and acquire multiple properties.

Westwood and Price Hill are solid choices for that budget. One thing that really helps - focus on the blocks between the good and sketchy areas, that's where the deals hide. Also check out Evanston and Walnut Hills, similar price points but less competition. Are you planning to direct mail or driving for dollars to find the off-market stuff?
