tenant turned front open room into 5th bedroom- next steps.

My tenant- about 1 year ago, without permission- turned an open room area into a bedroom. It was originally a 4 bedroom, 2 bath.

The tenant is a general contractor, and I have seen the room- it looks ok. I have a few questions related to this-

If I tried to permit the room and make it 5 bedroom/2 bath- would that be expensive? and would it be worth it- for re-rent or re-sale?

I know part of that depends on where you live.

In the previous lease agreement- there was an addendum about  the 5th bedroom being unauthorized, and that the tenant would be responsible for removing it and any expenses related to this. If the tenant doesn't remove the room when he moves- I am assuming I would need to take him to small claims court to recover expenses. I am in FLorida. Can anyone tell me about how effective the small claims courts process is?

The current lease does not end until 6/30/26. So if I am considering trying to keep the room or trying to estimate the cost to remove it/return it to the original- I could potentially have a general contractor who does remodeling give me an estimate and an idea of whether it can be turned into a 5th bedroo 

I am trying to think through my options now. THanks
