@Daniel Koren - for context I've been investing in Cleveland for the past 3.5 years out of state (concentrated on the west side). Your success in flipping is going to be a function of your ground game (contractors, repair guys, brokers, etc). I'd highly recommend as a first step to visit Cleveland and start forming your team as you can make money on both the east side and west side.

There aren't any. Being good at flipping houses has nothing to do with the market. Being good at flipping houses can be successful or a total failure in any market based upon you and your skill set. In a nutshell the skills needed to be good at flipping houses are as follows
The ability to market to distressed sellers.
The ability to sell the sellers on closing a deal with you.
The ability to accurately estimate repair scope and cost.
The ability to manage a construction crew and come in on time as well as within the budget.
The ability to accurately estimate the eventual resale vale of the property.
