Efficient scrubbing of tax lien lists (Abs/Out of State)?

Hey All,

I've got some county lists of tax delinquent properties and I am trying to narrow it down. 

I've already sorted through some basic numeric parameters via excel.  What I am trying to figure out now is an efficient way to determine which owners are absentee and/or live out of state?  This is of course without having to open up every SDAT record to find out.  There has got to be a way to pull this data out automatically.

Any insight would be tremendous!
