Over the counter tax deeds

Looking to purchase at the Alameda county tax auction in the Bay Area this week. If I'm unable to bid on any winners does anybody know of and counties around the nation that do Over the counter tax deed sales? If so could you list some possible candidates.

Almost everywhere has "over the counter" tax deeds and liens.  The thing is, no one else wanted them at the minimum price, so do you really think they're going to be a deal?
