Generally county websites will have tax lien sale information and often results from past sales. Baltimore county has this although I don't know how far back or complete it is. Baltimore city tax sales have been held online at BidBaltimore.com for many years and they have many years of data still available.
If you are interested in learning what to bid in future sales, this can be helpful. If you are looking for this as a tool to help evaluate the the market value of properties, you are probably going down the wrong path. Tax lien bidders often bid based on the assessed value. Baltimore city assessed values are way off and inconsistent. Some assessments are very high some are very low.
There are many complexities in tax sale that can cause bidders to bid out of proportion to the true value of the property.
