I can add some actual info to this thread. There are several boiler room operations out of Ft. Myers FL and Gulfport MS that ran ads on the internet for the go zone. They put on seminars and took you to see properties in MS that they would build for you. Most were in Bayside Park, an old downtrodden development in Bay St. Louis, MS. It all looked good and you'd be told by a lender, Harbor Funding by way of C & W funding they'd get you a loan for x amount. This would cover the const, points and when it closed, you'd receive a rent guarantee and decor allowance of 10% back in your pocket, basically 90% loan.
Example-$240K duplex . You place $24K with the developer, Blue OAK CONST (had other names before) who then placed funds into escrow with JPO Title . This is where it gets wierd.
Harbor Funding then requested the funds to go to their escrow agent, Michael D. Garber, a NY and NJ attorney from JPO. The wizard pulling the strings behind the curtain of Harbor Funding is Bill Lange, and supposedly,he requested the funds from Garber. It appears he received them and used them to leverage with a hedge fund overseas by putting up millions to get hundreds of millions to lend.
The developer continued selling pre builds based on the info and potential loans from Lange. I "purchased" 2 duplexes from Blue Oak-Gulf Stream Dev and sent them $48,000. I've been trying to get money back for 6 months. Garber has had his accounts frozen by the Bar in NJ. Lange has now disappeared from Seattle but keeps promising a return of my funds.
I don't know if I'll ever see my $ and I don't know a sINGLE investor that has had a closing on property through these guys. There are still some of those involved above ground in Ft. Myers, and still doing seminars, now selling foreclosures in SW FL.
Be very careful. These folks are in over their heads, or crooks, or slick or all of the above. I have lots of info on all this and would love to join any action or furnish my info to the investigators or FBI. It is a can of worms.
As to any assets of Harbor Funding. Lange pledged a LOT of funds and the ruse was a goldmine or gold stocks he had plus the cash. He closed his office last week and did give me the new phone # for him, but I haven't tried it yet.
Scott- the investigation needs to start right where you are with Garber. He is the key to knowing where the money went. There is an attorney /lender in MN that is out 800K and thinks he'll see his funds returned from the court. He doesn't return calls now. He quoted me 3K to file my request with the court, but I'm not sure he's received anything nor whether Garber or Lange has the funds!!
JPO title is no longer where they were in Ft Myers. I think everyone is scrambling for under ground.
Hows' that for more info on this mess? Rich.

Carlos- Some additional info you may not know. My checks went to BO directly , after a seminar put on in MS by KH and headlined by BH ,owner of BO. My checks, contracts etc were mailed. U.S Postal inspector has been in touch with me and has asked me for copies etc.
My direct tie is BO, not RC.
You don't know for sure that BH lost his money. That is what he said, but no one knows for sure. If you listened to his reply to my question, he said "you're either with us or against us". That is an all encompassing statement. I'm more than willing to be involved if the investigation, if it can go in any direction. If I have to release BO or BH from the chain , then no. Would you join in , if RC was released? I doubt it. BH also said that Boynton represents him and it would be a conflict of interest for Boynton to represent others that might want to go after any and all involved, even if it leads to BO.
I did e-mail SA. I doubt that he was invited. They didn't invite those that were already known to be involved in investigating them. Rich in FL.

quick update - Global Community Development llc website has been pulled down (only a cached version available on google), Leslie Younger answered the telephone yesterday but as soon as she realised it was an investor calling she hung up.

Property Direct America has closed down.

Bill Lange tells us that Harbor Funding Group has closed doors for business but not to worry our money is safe with them!

Every last one of them has simply ran away - they will be found and dealt with.

Can anyone confirm for me that Garber is actually licensed to operate as a lawyer (I understood he was under censure from the bar) and also that his insurance is in place and is valid? The name of his insurance company would be a good help to match up with the bank account information etc we have now.

Indeed anything anyone can pass to us that isn't hearsay and can be validated would be a great help to us. The initial legal view we have regarding garber's position is that his insurance, if in place, is null and void particularly with respect to any transactions made after his accounts seizure last year?

Can anyone point me to the public record confirming garber's accounts seizure and also the bar association he is supposed to be registered with

Scott - still no contact from your colleague in the USSAO regarding this?

Rich - it's looking like at this stage, the action you are looking at may not be of help to our situation as it appears our first port of call in the courts is firmly at the door of GCD/title connection, we will be entering a pleading shortly - may ultimately lead to us knocking on garber's door though!

Any help with specifics anyone could give would be greatly appreciated either via email or PM

    Thanks

    Regards

    Steve

It looks like Roger has issues, they maybe other issues??

Feds indict four on mortgage fraud charges

FORT MYERS: Southwest Florida was ground zero for the nation's housing crisis. Now, officials withy the U.S. Attorney's Office say they want to send a message: If you abuse the system for personal gain, they're coming after you!

Thursday, the U.S. Attorney's Office filed charges against four men:

    * Douglas Lee Carter
    * Bruno Braga
    * Fabricio Monteiro, and
    * Roger Compagnolo III

Compagnolo is a former restaurant and nightclub owner and a well known broker in the area who comes from a family of developers.

The indictments allege that each of the men played their own role in the great crash that started with overvalued homes and undervalued wallets.

The people named in the indictments are accused of lying on credit and loan applications to guarantee their clients got the loan.

One is even accused of disguising himself as a private lender who required thousands of dollars up front, but used the money for himself.

The U.S. Attorney's Office says these charges make up what it says is just the beginning of more to come.

"You are going to see mortgage fraud prosecution for a very long time to come," said U.S. Attorney Brian Albritton.

The feds started cracking down on mortgage fraud in February. Prosecutors are first going after those involved in getting fraudulent loans.

But Albritton says the next phase will involve the professionals - like the brokers and appraisers - and finally, the banks.

"Your community is probably the worst in the state," Albritton said.

An attorney for Compagnolo said he knew this was coming, but is surprised at the allegations and plans on pleading not guilty.

Albritton said the first phase of the crackdown - going after those people involved in getting fraudulent loans - ends in October.

    Guys,
I know frustrations are up and people will be getting cranky. Let's all remember here that we need to work collectively to bring these bastards down. A few updates:

Roger Campagnolo was indicted on 1 count of mortgage fraud yesterday. It was totally unrelated to what the subject of our matter is. I heard about the indictments early yesterday morning. The others involved I don't know them and couldn't care less. Could we see good out of this?? Roger being arrested...does this mean IF he knows something about Lange & Co that he will sing? Hope so. Either way, its all karma.

Regarding Global Community Steve, I haven't seen such arrogance and ignorance like that from someone who has so many investors in a deal. To hang up the phone is maybe acceptable after being cussed at but just to hang up at first sign of "investor" portrays "guilty" tattooed on her forehead..

Danny Silver and his crew at Property Direct doesn't surprise me that they closed. I heard he recently started talking trash about me. Funny since I don't even know him and vice versa. From what I hear though, he challenged me to a fist fight, siting his military experience as a "keyboard toughguy" thing. (I'm only 30 and pretty in shape at 210 pounds..I don't think he wants any of this)...sorry, thought I'd bring a little humor!

Per the phone call yesterday, I was NOT on the call and was NOT invited. There are some people involved on that call that I have some very big differences with, which I will not elaborate on and perhaps I was left off intentionally.

My commitment remains with the US Attorney's Office. I don't have an exciting update for you because of the obvious reason... My e-mail address does not end in .gov which means I do not work for them and do not have access to classified stuff.

Know this: I am still highly involved and extremely motivated to see this to the end. I will not give this up until Lange is gone. I want this guy locked up more than I want my beloved Chicago Bears to win every Sunday and that is saying a lot...Just ask my wife. The USAO does not update me daily, nor weekly. I provide them what they want when they ask for it, PERIOD.

In conclusion, lets all keep our eyes on the prize.. We all know what that is. In the meantime, try to be productive in other aspects and don't let this affect your daily routine of conducting good business. If anyone needs me, you know where to find me. Have a great weekend!

I must say my head is spinning at this point in the thread, especially now that some characters are referred to with initials. It’s clear many people have been hurt here which makes me curious; without an extensive recap, what lessons have you learned that those on the outside of this unfortunate deal could benefit from?

Obviously, if you knew then what you know now, you would have walked. But given only the facts that caused you to originally invest, what questions do you regret not asking and/or what protections do you regret not demanding?

    HI All,
I am relieved to find this thread because now I know I'm not alone, but also astounded to find out the depth and breadth of it

I'm hoping the group can help me understand something. Some people on this thread have mentioned a class action lawsuit, but others seem to be skeptical about it. What is the reluctance to join the lawsuit?

Also, it seems some people are aggressively pursuing this with their state attorneys general and with the FBI. In my case (I live in California), how do I even begin to pursue these channels?

    Best Regards,
    Eric

Does anyone know the relationship between "C&W Development Group", "Home 1st Lending", and "Prime Finance Group"? They all seem to be Roger Campagnola vehicles, but I'm wondering if there is something more to it.

Were these all interchangeable intermediaries in dealing with Harbor Funding?

(Wow! I just checked my stream of paperwork and realized they all share(d) the same address)

As long as I'm at it, one more question ...
Has "Integrity Title" come across people's radars on this as well? Anybody know the relationship there might be between Integrity Title and JPO Title? Are these more Campagnolo companies?

    Eric,
I really don't have any clue who Integrity Title is. Were they based out of Ft. Myers or Cape Coral Florida? I've been to Roger's office at the very beginning of this. He did share an office with JPO.

    Carlos,
No update on anything at this point. I can tell you it is still being worked on. I am assuming that its a longer list of logistics than anticipated. We'll see what happens.

I too have lost my investment to Bill Lange and Michael Garber. They have $18,000 of my money and I won’t rest until I can get it back. My investment was made in June of 2008, and by December of 2008 I realized all of Bill Lange’s empty promises were just that, and I would have to be pro-active in order to get my money back. I was just one of 35 investors who had invested in FL property, all of us in the same position. I now represent 80 investors who have lost money to Bill Lange, Michael Garber, JPO Title and R. C. Campagnola.
In December 2008, I contacted 5 attorneys and all but one wanted a $2000 to $3000 retainer fee to take the case and 30 to 40% fee. The attorney that I hired was very familiar with these individuals as he and his associates had been victims as well. He was successful in getting his and his associates money out of Michael Garbers frozen bank account early in 2009 before that freeze was lifted. He also was able to get a few of my clients funds returned in the same way.
This attorney is taking on the case “on a contingent basis†with a 25% fee. If he does not recover any funds for my clients, they do not pay him anything at all. He does feel very strongly that he can win this case, or he wouldn’t be willing to invest his time and energy on a case that he cannot win. He is just one attorney, not a big firm of attorneys and he has just recently teamed up with another single attorney in Mississippi who has also done a lot of ground work on this case, as many investors lost money in the go-zone there, and together they intend to recover all of my client’s lost funds.
I am not employed by these two attorneys. I am acting as liaison between my clients and the attorneys. This was the only way that these attorneys can represent so many people. They simply do not have the staff available to handle all of the individual emails and calls that I receive. It has been an enormous amount of work, but we have all been scammed and I am looking for justice not only for myself but for all of my clients as well. No one should be able to do what Bill Lange has done and get away with it.

Ken Lucente, United States Postal Inspector along with the FBI have an excellent case against these guys and I do want to see them put away for their crimes, but I am concentrating on the civil end, getting our money back! My firm, Delphi Capital Advisors, in association with DSM Holdings, is a Real Estate Consulting Firm, so this is the type of business that I handle. My website is [LINK REMOVED]. My name is Sharon Thayer.
If I can answer any questions for anyone, I will be happy to do so. If you would like to be a part of this lawsuit, we can discuss that as well. I’ve invested 13 months of my life with this case, and I won’t stop until justice has been served. You can reach me through my website information or call me at [PHONE NUMBER REMOVED] My email address is: [EMAIL REMOVED]

I certainly understand your concern Bill. It's obviously not easy to know who to trust. I do have 80 clients that I represent and they appreciate my updates regarding this lawsuit. I feel certain that I found the very best attorney for this job and we will be successful in this lawsuit.

I'm sure you can find other lawsuits out there, as Harber Funding Group aka Bill Lange has taken investors money from around the globe. My clients are from the US, UK and Australia.

My clients all feel they have been scammed and they are grateful that I have taken on this task of finding them representation in the recovery of their lost funds and keeping them informed throughout this process.

I am currently preparing paper files for my clients consisting of documents signed, such as Escrow Agreements and proof of payment which I will forward to the attorney.

My goal is get 100% of my clients funds returned to them.

Hey Rich, I was referring to the spooks that come on sites like BP that pitch deals or programs, not the bunch subject of this. I began learning that there were RE scammers in '68, that's long enough, LOL I wasn't investing yet but as a renter you begin learning. Worked construction then and saw all kinds of stuff. Making money in real estate, ethically is so easy, I just can't grasp sometimes why some choose to do what they do as if they think they won't be caught down the road. Well, yes I do, it's GREED!

There are people who are just evil, without any consideration for others, if they are going to rip someone off there is no law that can be made that will stop those people. There are some real slick ones that probably get away with alot too. Look at the top managers on wall street, how many have gone to jail?

    Hi Rich,
I agree with you, they are not easy to spot, but hind sight is 20/20. If I had not been so trusting, I might have listened to the little voice that wondered why we had to use JPO Title and not a title company that the buyer's representative chose.

I trusted the fact that JPO Title was a major title company in Florida, as I was in California. Turned out that JPO Title was a one woman operation, hired by R. C. Campognolo!
I sent you an email with my contact info, but here it is again:
