@Herbert Sykes this is a tough process. Are you sending direct mail to them or trying to find their phone numbers? The issue with this approach is even if you find someone it may be weeks or months before they are ready to sell due to the probate process taking time.
I would figure out how to mass market to more people and let them come to you. This is much more effective.

If there's a will contact the executor. If no will then contact the administrator. For either one it's the personal administrator you'll need to contact.
