I am in a growing city in NC, looking to start wholesaling but am lost as to where to start. Ive read numerous books and listen to plenty podcasts about the subject. How do i find investors. There are 12 properties within a 3 block radius from mt residence. Need assistance. Any knowledge will help.

You are on the right track looking for cash buyers first. Without the buyer there's no deal. Best ways to find cash buyers is networking at local REI meetups, masterminds, Facebook groups, Realtors, title companies, closing attorneys, property management companies, auctions, Craigslist, bandit signs, google search etc.
You can search real estate transactions in your tax database. Look for entities and individuals that have bought multiple properties. You may need to search by the address of the buyer as they may change their name or the name of the entity on each purchase.
You can also buy lists from companies like list source and subscribe to software that will show you who the cash buyers are. You can skip trace addresses with a service like datazap and call them up.

After numerous books and podcasts, none of them provided info or feedback on how to locate real cash buyers? If that is true, perhaps the authors or podcast participants were not experienced enough or failed to provide such basic info.
Finding cash buyers is probably the easiest part of any wholesale transaction. Go to your title company and ask for a list of all cash closed transactions in your area. From this list, you should be able to see the same company name as buyer multiple times over. There is your cash buyer.
Attending real estate investment meet ups in your area should also provide opportunities for your to meet cash buyers as well. In either case, you need to ask for a proof of funds and verify they have purchased multiple properties for cash in the past, otherwise you risk working with posers or wannabies.
