Difficulty finding Full Replacement Value Insurance for a rental

My wife and I have a property that we have acquired. It is currently vacant and we are looking for a Full Replacement Value policy in order to comply with terms from our lender. We are in the process of doing a cash out refinance to do some work on the property. The insurance broker we are working with has no options for us, we currently only have a cash value policy. Are there insurance agents or brokers that we can turn to that can offer what we need in this area?

For what its worth this is our first rental property and still very green.
