It’s mostly about safety (no peeling paint, working smoke detectors, no broken windows, functioning HVAC/plumbing/electric).

At the heart of it, a big function of cash flow is the principal and interest payment on the debt.

Do not buy any non-functional houses that are really funky, or something that is on a major street etc. in this market you will be stuck with it forever. 

It is more customized in function than a spreadsheet.  

Are there any other people currently prioritizing design over income/functionality (that isn't already a multimillionaire)?

Whether or not they can collect on the judgement is a function of the debtors financial strength, state of residence, what form their assets take, asset “protection” strategies, how far the plaintiff is willing to go and how much they’re willing to spend, etc.  

The CSLB site has a convenient license check function that verifies all history.This is not a business license as required by the municipality that business is done in.

So  the request must be needed basically to perform the life function impaired by the disability.
