This property will be social for us bc we want it for our personal residence and we want it to be a 4-unit property so that our teenage kids will have affordable housing near us as they grow to independence.

Last and possibly most important,  is the application does not provide the landlord sufficient legal information such as drivers license, social security number, etc... 

That would make me nervous....either a guarantor, or a larger security deposit would be in order.Do they meet the other requirements you have?

I firmly believe in next 5 years this area will be " Highly desirable" for young professionals that like walking into downtown (Wilmington) having there social life near by. 

If you accept someone he refers, then he gets his security deposit back.

Namely, when he has to exist and operate in social constructs not of his making.
