If it's super hot and similar properties are selling at 5% over asking price, I'd make my offer based on that.If it's a slower market and a full price offer seems fair, I'd go with that - presuming that in either case the numbers work.I would not try to negotiate the price downward based on things that are obvious to the naked eye, but only on those things that were not.In general, I recommend that my clients negotiate a price reduction rather than asking the seller to do repairs.

So hurricane Harvey was very devastating to all the houses in Houston but luckily my rental property did not suffer any damages whatsoever but I did end up loosing my truck that was paid off for so now I have to take on a new truck payment and won't Be able to save as much money as I wanted to for my real estate investing.

So to summarize, my question is not on how to get a super accurate estimate of ARV/Repair costs, but rather, how to get a good ballpark estimate when I'm only looking at a few pictures and a short description of the property on sites like MLS and Zillow, or when Driving For Dollars.

My perception is that it's getting super competitive everywhere, particularly on the MLS, and that you really need to hustle to get a great deal.
