Bad apples can be in or out of state.I presume the state has or certainly should have laws to protect tenants rights if landlords are not acting responsibly. 

I guess I'm looking for the highest ROI long term, but really don't know how to compare apples to oranges.   

And, I had a consultation with them last year and asked for apples-to-apples policies so I could compare premiums against my current policies.
