Even if it takes a bit longer to fill, I prefer not to drop the price to ensure I stay in that tenant pool I'm targeting, and as others have mentioned I do prefer to then do a longer than 12 month lease to counteract the vacancy on the front end.

The only reason to wait is if you suspect your market to decline for a particular reason — less demand, overbuilding, main employers leaving or laying off, neighborhood decay, etc.

The rule of thumb is that owner occupied duplexes are kept in good condition, and other duplexes, triplexes, and quads are allowed to decay (at least the ones that hit the market).
