When I interviewed several companies about this a few years back there was one that had employees in the Phillipines that stood out. I tried to find them again on Google tonight to help you out and couldn't...sorry.
We have had great success with ODesk on a lot of our projects. That may be a good place to start. I really think it depends a lot on what you are trying to get done. Do you just need someone to answer the phones or will the be doing a bunch of different tasks?
Another option you may consider right now is hiring interns. We hired one several months back and he is EXCELLENT at tasks I wouldn't really trust a VA with. Students are hungry right now in the recession and many will trade resume filler for quality work. There are several good sites to help with this if it is of interest.
I recently began communicating with hiremyvirtualassistant.com to hire someone for a specific time sensitive project as well as ongoing task. While I haven't pulled the trigger yet, I will say they were fast and very responsive in communicating with me. They are offshore (India) but called and have made multiple attempts to clarify the scope of work to provide a very competitive quote. I've also used elance but have found the talent to be less specialized.
On a related note, I recently found a site called fiverr.com where you can click to purchase one-off items such as "move my website to a new host", etc. for $5. Interesting concept and I may give it a try. It also offers $5 gifts which could be great quick thank you's for referrals.
I heard about odesk from BP and tried searching on line for it. Turns out the new name is upwork.com. Just figured I would update the BP community about that.
