Maryland preforeclosures in the Rockville area

Hello, I am completely new to this. I recently moved to Rockville, MD and have been looking into how to buy foreclosed homes in the area. It seems like attempting to make contact with the owners during preforeclosure may be the best way to save the largest amount of money, is this correct? I am having difficulty accessing foreclosure information easily. Is anyone aware of a legal paper that publishes this information? Also, I wanted to learn more of going the route of looking for homes delinquent in taxes but am unsure where to start with that process. Thank you.
