I am new to all of this and need some help and advice. I acquired a mobile home on a 7000 sq ft lot through foreclosure in Merritt Island Fl. and I need to rehab it so I can get it rented out. I hired a local guy who told me all the right things he ended up not doing the job and taking my money. I feel like a fool so I don't want to make the same mistakes again. I called a company who does rehab to give me a quote which he did it was one page with a total. I requested a more detail quote and he told that they are in good standing with the BBB and he doesn't want to give me a detail quote it will take to much time. If you know how I can get a qualified contractor to rehab my mobile home I will listen. I asked my neighbors and a local real estate agent for any referral, I have search the web and called many places. I can't afford to make the same mistake twice. Any idea or suggestion will be appreciated.

Contact the regulatory agency that oversees Mobile/Manufactured Homes. I think it's a branch of the DMV. Then find out if the so called contractor that ripped you off was even licensed as a Mobile Hoe Installer/contractor. If he is licensed file a complaint. If not you may be out of luck on that one.
Then ask them for a list of licensed, bonded and insured mobile home contractors. Any contractor worth their salt won't hesitate to submit a detailed line item bid on any work that needs to be done. If they don't want to then just say N E X T!!

Hiring general contractors can be kind of tricky especially as a beginner. If you can learn to manage other and hire the experts themselves (the subs), you'll be in a much better position.
Regarding hiring, it's always best to get a few bids for each repair job and always ask for references. If you can network with others in your field and area with experience in this niche, you can always ask for referrals.
