Fed up landlord willing to sell entire portfolio!

I have an opportunity to pick up 4 multi-families in Harrisburg, PA that total up to 20 doors! This is not my territory so I'm researching and talking to people I know... but now is the time to reach out to my BP fam! 

I'd appreciate any feedback I can get from Harrisburg investors (you know who you are!). What are the pros and cons of this area? I've been hearing a lot mixed things so I need to get some boots on the ground very soon!
