State and local laws may vary, but from a federal level, given that language, it seems that you would have to comply with this and install an elevator.

i would add it to avoid any lawsuits for not being ADA compliant it also increases the useability of your Building. We have many seniors who would not lease without. and one Son who wanted a ground floor in case his parents want to visit him at work.
