How to find the address of a vacant lot?

Hey guy, first post here! I seem to have exhausted the people I can get get ahold of to ask this question to, and get a helpful answer from, so I figured I'd give it a shot on here. Basically, I stumbled across a vacant lot in the middle of an older housing development with no address posted. My question is, how can I go about finding the address and subsequently the owners name? I have had little success in my own. Secondly I would like to hear some opinions on my idea. I would like to purchase the land and build 15-20 2-story 12-1400 sq/ft houses? Condos? Townhouses?, Don't know what the right word actually is, retain ownership of all of them and rent them out.
