Walking Shirtless in the Hallway

Hello,

I'm a new landlord looking for advice. I appreciate it in advance.

I have a multi family house with three units. I have one tenant that likes to be shirtless in the common areas. The other two tenants feel offended by it because they feel it is inappropriate.

The shirtless Tenant is saying that he is not doing nothing wrong nor illegal.

How would you handle this situation as a Landlord?

Please do not say or write, "Not doing nothing wrong" ever again. Also, he can walk around with his shirt off but must keep his trousers on.

It's legal, but do they really walk around in public like that (???)

I've been to Denver and surrounds, and everyone I've seen was fully clothed (seen some very large Elk there too).

It's not like you guys have beaches up there in the mountains (with the beeches).

Is it prevalent in Boulder (???)

In Texas that would probably get a lady a ride to the local Hoosegow pretty quickly.

Actually yes I have seen topless women in public here on occasion. It’s fairly common for women to sunbathe and swim in the creek topless (there are certain areas of the creek dedicated for this but they can also be anywhere). Occasionally whole groups go topless on Pearl Street to demonstrate for women’s rights. There’s one woman in particular who jogs topless along the creek path regularly. She has a YouTube channel. There’s also a Women’s topless hiking club. A few years ago one especially well-endowed woman caused a big stir by gardening in her yard wearing just a yellow thong and pink gardening gloves. The neighbors complained but the police determined she wasn’t doing anything illegal. That incident made the paper and I think even the national news. Full nudity is still illegal, mind you. Only topless. I mean, if a man can go topless, why can’t a woman? If it’s empowering for them then I’m all for it.
