Extra keys given to a person not on the lease

. States don't have rules, they have laws 
. It depends on what the lease says.
. Most Leases say the property can only be occupied by people on the lease over the age of 18.

I don't see an issue with giving an extra set of keys to a non-occupant as long as you get the keys back when the tenant leaves.
