Legal risks of rent-by-the-room

Has anyone come to a definitive assessment of the legality of rent-by-the-room in single-family residential zones around Atlanta, Georgia? I've looked at codes and talked to staff at one planning department (Cobb), and come to the conclusion that it's not legal around metro Atlanta but is mostly unenforced. It seems to honestly qualify as something closer to a boarding house, which is almost universally banned. Wondering if anyone has found differently than me.
