Security System for Vacant Home

I have a house I'm rehabbing in Baltimore that keeps getting broken into.  The fiends have kicked in doors, pried off plywood, and broken windows to get access.  Twice now they've stolen wires and water diverters from the project.

I want to install some kind of security system.  Doesn't need to be alert police or anything, just looking for something with some lights and sirens to scare the thief(s) off.  The SimpliSafe (http://simplisafe.com/home-security-shop) looks nice, but the kicker is that there is no power currently at the site.  

Any recommendations would be greatly appreciated.  My subs are in stop-work mode until I can get this place secured.
