ADU Permit Fee in City of Alameda (94501)

Hey BiggerPockets Community,

I'm currently in the intake and plan check phase for an interior basement-to-ADU conversion (701 sq ft) on a primary residence in Alameda, CA. Project valuation is $60k.

Just got the preliminary fee breakdown from the city portal totaling ~$11k, and two major line items look off based on California state ADU law and Alameda's Master Fee Schedule:

  1. AUSD School Impact Fee Credit: The city portal is charging the residential school fee on the entire 701 sq ft quantity (~$3,770). Under Ed Code § 17620 and Gov Code § 65852.2, ADUs get a 500 sq ft state exemption credit, meaning school fees can only be assessed on the net delta (201 sq ft in my case). Has anyone dealing with City of Alameda had to clear this directly through the Alameda Unified School District (AUSD) Fee Office to get a corrected clearance form, or can counter staff override the quantity field in Accela?
  2. Work Classification Code: The intake system categorized the project under Single Family Dwelling new-construction square footage rates (~$5,500 combined for Bldg Permit + Plan Check) rather than an interior alteration/remodel schedule based on job valuation. For those who have done interior basement/garage conversions in Alameda, did intake automatically default to ground-up rates, or did your architect have to get a senior planner/CBO to adjust the work class code to a residential remodel?

I'm taking our approved drawings down to City Hall West to talk to counter staff, but I'd love to hear from local Bay Area investors, developers, or BRRRR folks who have navigated Alameda's permit desk recently:

  • Did you encounter this default software calculation in Accela?
  • What was the smoothest path to getting the line items corrected without stalling plan check approval?

Accela commonly defaults ADUs to new-construction square footage instead of interior conversions.

For the school fee, your reading of Ed Code § 17620 appears correct. Counter staff usually cannot override district fee fields without official paperwork. Visiting the AUSD fee office directly for the clearance form is often faster than dealing with city counter staff.

For the work class code, have your architect request an administrative correction through a senior plans examiner or the CBO. Counter staff typically lack system permissions to change fee schedules once locked at intake.
