Building codes and permits are primarily a city function, with some input from county level on certain subjects, such as Septic Systems.Primary contract will be in the Planning & Zoning Function of the local city.

The largest cost is obviously the plumbing alterations and if you can avoid them.

My 2 cents: That's not a function of the landlord being an active duty service member; that's a function of the landlord being a scumbag. 

But then again, my trucks are 'beater' work trucks and have fixed functions... diesel tanks on one and just under commercial weight limits (25999) on the other... 

Cozy seems to be the most popular and is functionally good, though I'm not in love with their UI or how tenants use it.
