For example, the house we have in contract is in such a subdivision and the area commands higher values than lower areas just a couple blocks away and this is mostly due to insurance - buyers want to avoid the extra cost and area willing to pay more.  

But nicer areas command higher prices, say $400,000 - $500,000.  

You may need to spend money to fix the unit up to command full market rent.
