I told Dr Margolis that if he wanted to get the lead poisoning rates down from 17% they should practice targeted selection, using the housing condition data collected and GIS data; they should select all properties rated in poor condition with children under 6 living in the home.   

Verify the lease, condition, they are on time and that the rent is in line with market.

A final walkthrough right before closing is critical and if the property condition isn’t as agreed, you can delay closing or request a holdback until it is corrected.

We've had a couple prominent mixed use developments go up on the west side too, most notably "river and rich" which went in probably 10+ years ago now, was really the first one in the area, and they still have 2-3 retail spaces vacant in cold dark shell condition.  

Also remember that VA appraisals can be strict about property condition.

Property conditions will contribute to its market value.

However, to get to the point of needing any of the above, you need to know, physically, what you are buying; what the true condition of each element is, how soon and at what cost it will need to be replaced; what does your desired Tenant pool expect in terms of floorplans and finishes; and who will be able to perform the needed work to meet your time and money requirements.

Final Plat & Recording (1–2 months)  Once entitled, submit final plat with conditions met (bonds for infrastructure).
