I thought when a city loses 5-10% of it's population continuously for decades, landlords would be fighting over tenants and in a gloomy state in general.Is this wrong?

No I haven't put much effort into that search, as I can't imagine in this competitive market that I'd find equivalent or better deals, but I could certainly be wrong.

But the binary aspect of yes and no and right and wrong does not exsist.

Not because so many do it wrong does it mean everyone is wrong or should stop doing it.

We are guilty for our wrong doings and being the owner and operator of the company yes Marshall is guilty for his.  

You will have evidence of his wrong doing (stealing your rented space) to show his true colors to the judge in small claims court if you have to sue for your deposit...and add in a claim for a portion of back rent for the storage room so you can present a copy of the letter and certified receipt.
