While I agree tax assessments have little association with the market value of a property, I do find them to be an indicator on the financial appetite and health of the municipality/city in which the property resides.

That said there is a way to remove a small number of boards for replacement, but "ripping up all the flooring" seems to indicate you are now committed to replacement. ;-)If the area you "ripped up" is not too large, bring in a floor refinisher (or two) in to look at the situation and let you know if the floors can be restored and whether it would be cost effective to take that approach.

While financing is hard to get outside of private money, 21st Century has indicated that they do financing at not horrible rates (high 8% range) for investors with 20-30% down.

Included with his offer was the loan approval letter which indicates that he is obtaining a 40 year loan at 4.00%, interest only, and it is a 7/1ARM.

What this data also indicates is if you are a flipper, you better be operating in the higher ends of your market because the median to lower end markets don't have the absorption  or demand.

Just started getting this the last few days;  Support says its my Email provider;  I verified with the Email provider - Yahoo Mail and they indicated nothing on their side is causing the issue.
