My Name is Ajit and i am from massachussets. My motivation to invest in property is to generate passive income. Is this right time to invest, when we have high interest rates and less inventory in the market.

Aloha Ajit,
As the saying goes, the best time to invest in RE was yesterday, but the second best time is today. If you find a deal that pencils for your risk/comfort level, take the opportunity! There is so much to learn on your first deal so don't expect it to be a homerun. My first rental property generated a cash on cash return of 7% (not great, but not terrible) but more importantly I was off the sidelines, in the game, learning, and building my level of experience and comfort, which then led to better deals in the future.

You can partner with someone or raise private money from a friend/family member

Hi Ajit. I would say it's always a good time to invest. Yes interest rates are a little high, but try to look at it this way, if they drop a couple of points, you can refi into the lower rate and you already have a property and won't have to fight with other people looking to buy. If rates go up, you'll be happy you have the rate you currently have.
Partnering is a great way to limit your risk exposure and enter the market in a cost effective way.
I highly recommend finding a market that will work for you and your REI goals.
