Installing utilities on raw land for a mobile home or RV park is definitely doable, but there’s no single manual since requirements vary by county. That said, I’d start by calling the local planning or development office where the land is located. They’ll tell you who handles water, sewer (or septic), and power approvals. You’ll likely need to work with a civil engineer for layout and permitting, especially if you’re going beyond a couple of pads.
Another guy mentioned calling an electrician, that’s not a bad place to start either if they’re trustworthy.
