The woman in the townhouse I own.... will not cut grass and now township is on my ***

Assuming your lease requires this, you send her a letter of default with X days to remedy.  If she doesn't do it you start evicting.

If your lease seems to indicate that you will be responsible for cutting the grass, then hire a company to do it.
