I think @John Underwood and many others have have written a good amount on the topic of tax liens where you can get plenty of information yourself.  For NJ there is a book called Tax Liens written by an attorney Mark Pellegrino.  Perhaps @John Underwood can write a book for South Carolina - all he has to do is combine all his posts.

Seriously though I never heard the name before today. I used to buy off the struck off list in Texas. Haven't done that in a while but I made a little bit of money doing it. I just blindly went in and started buying though. Not recommended probably but I did make sure they were good deals.
